Amidst incompetence, slow development and absolute power wrangles, Governor John Nyagarama on Monday reshuffled a number of departmental heads.
This comes after the governor halted the exercise last month to allow audit by the Auditor General team according to of of communication officers Kefa Millar.
"We were likely to have reshuffling of directors but the governor a stopped it to allow recruitment and subsequent auditing of departments," he had said.
And on Monday, Director Finance Philip Machuki was transferred to health department while Head of Treasury Lawrence Nyangena was moved to water.
Mr Machuki, who recently graduated with a doctorate degree in finance was replaced by Dominic Barare in the changes that caught the officers unaware.
"I didn't expect it. But the governor seems very serious. We even fear that tomorrow it could be me or someone else," said a chief officer who spoke in confidence.
In a phone interview, Mr Nyangena said 'he doesn't have any problem' but blamed his woes on a clique of individuals working for governor but 'hate change'.
The changes also rattled a section of the residents who accused the governor of failing in his mandate by 'harassing technocrats' in his government.
"You cannot deploy someone specialised in finance to water. That's mismanagement of human resources," said Sam Omosa.
