Former Bungoma Governor Kenneth Lusaka has challenged the county governments not to entirely rely on the national government allocations.
Lusaka who was speaking on day break at Citizen TV, said that the issue of county governments relying on revenue from the national government should be thoroughly reconsidered.
"This issue of counties relying on revenue from the national government must be rethought," Lusaka said.
He stated that counties should generate their own revenue as the constitution mandates them to look for alternative ways of generating revenue through taxation and other county resources available.
"Counties should be able to generate their own revenue," added the Senate speaker.
The challenge to counties comes as the Speaker noted that most allocation counties get are spent on salaries.
"We cannot continue having a situation where 80% of the revenue that comes in goes to salaries," reiterated Lusaka
He also pointed out that, like the Senate, they were trying to negotiate with the revenue allocation commission not to reduce funding directed to counties.
"We are trying our level best as Senate to negotiate with the revenue allocation commission to ensure that money is not reduced," pledged Lusaka.
He further noted that; "most counties inherited staff from the local authorities but there is a need to have rationalization and establish the maximum staff the county requires."
