Speaker Moffat Teya, while launching Sh379 million project last year, said it will pave way for several offices given that MCAs do not have specific offices.

"We don't have offices that our MCAs can use to offer services. They also don't have a restaurant. The building will expand our office space. It will be done in two phases," he said.

Infact, construction started soon after groundbreaking ceremony despite issues surrounding tendering. At one time, EACC officers raided assembly offices and arrested a number of officials.

But a source with county government finance department on Saturday revealed that funding had been stopped by Controller of Budget, citing over pricing of the building.

"For the assembly offices to be constructed, CoB gives a budget of Sh250 million. However, the assembly decided to tender for Sh179 million. This is the reason why the building has stalled," the source said.

Speaker Moffat Teya had been accused of favouring his close associates in tendering. Infact, the friction precipitated his fallout with former Deputy Speaker Duke Omoti.

Efforts to reach the speaker for comments were futile since his phone remained off for the better part of Saturday. The contractor had slowed the building process due to funding.
