On Tuesday, President Uhuru Kenyatta through Executive Order No 1 of 2019 appointed Interior Cabinet Secretary (CS) Dr Fred Matiang’i to head the National Development Implementation and Communication Committee.

Essentially, Matiang’i will now be in charge of monitoring and coordinating all government projects and reporting directly on the same to the President. 

He will be deputised by National Treasury CS Henry Rotich.

This position elevates him to the position of 'Chief Minister' and is considered the third most powerful person in the country.

Matiang'i's appointment has been criticised by a section of leaders who think that the same has cut the powers of Deputy President (DP) William Ruto who had been handling some of the responsibilities now assigned to the Interior CS.

However, the appointment should not be taken negatively by the DP and his troops since they can also benefit massively from it.

Matiang'i is known to be a strict leader who ensures things are done in an expected manner. 

DP Ruto should be pleased with this trait because with the Interior CS overseeing government projects, there is a high probability that a number of initiatives will be completed before 2022.

This way, the DP can use the milestones achieved by the CS during the campaign and boast that under the Jubilee administration which he is a key member of, the government was able to achieve a number of things.

Ruto can also use the appointment and explain to Kenyans how he worked with Matiang'i to improve service delivery a concept that may endear him to the electorate and get some additional votes.

Apart from all these, Ruto can be bold enough, acknowledge Matiang'i's success and promise Kenyans that should he win the presidency, he will still have him in his administration for continuity and to enhance service delivery.
