Several political groups have since proposed some changes in the law, the most vocal one being the former Prime Minister Raila Odinga-led opposition bloc.

Speaking on Radio Jambo's Mazungumzo Waziwazi on Wednesday evening, Arati took issue with some of the proposals, terming them undoable.

"Hili pendekezo litapelekwa katika kaunti. Swali ni, ni nani atakayekubali kaunti yake iunganishwe na ile nyingine?

(The proposal to merge some counties will face an instant rejection as no county will accept to be merged into another)," he said.

He added that the proposed merger of elective areas would only see the rise in graft rate in the regions already accused of wasting billions of funds in alleged corruption.

"Tunapoleta kaunti pamoja tutatuka tunaongeza wizi wa mali ya umma, ufisadi mapigano (it will only lead to increased graft and wrangles at the county level)," he added.

The opposition has also stressed on the need for the executive expansion, in a move it anticipates will enhance inclusivity.

In its proposed structure, it wants the introduction of a Prime Ministerial slot and two deputies.

Also in the wish list is the abolition of the Senatorial and Woman Representative slots.
