According to the Sunday Standard, most of the money is used to hire choppers during events.

The venture that can cost the taxpayer as much as Ksh170, 000 per aircraft per hour.

In what has since attracted the attention of the Ethics and Anti-Corruption Commission (EACC), it emerges that the county bosses have been secretly allowing more money into a secret account of the Council Of Governors (COG).

This they do to avoid being noted by the keen eyes of editors and investigators.

According to the paper, of the Ksh250 million which cannot be accounted for by the county bosses, a whooping Ksh150 million was used to hire choppers.

Most of the aircraft are reportedly being hired from a company owned by a former Governor.

Kakamega Governor Wycliffe Oparanya has since confirmed that the council has been booking the aircrafts for its members.

He has, however, noted that it is done in line with the required process and the cost shouldered by the county.

“To get the chopper, you send an email to the CEO of the Council of Governors who picks for you the chopper from the list of the prequalified companies and will generate an invoice to be settled by debiting the county account,” he is quoted by the Standard.

As of now, only the COG Chair and Turkana Governor Josphat Nanok are allowed to use choppers while on tours of national importance.

He is, however, yet to either confirm or refute the new allegations.
