A report tabled by Budget Committee chair Richard Onyinkwa on Wednesday revealed complex yet discouraging utilisation of resources in Nyamira County.

With National Government disbursing Sh4.6 billion annually from equitable share, the county is only able to generate about Sh105 million in the same period from local revenue.

And of the entire sum, Sh4.8 billion goes to recurrent expenditure and operational management, with little on nothing going to development.

"Mr Speaker Sir, our wage bill is bloated, billions are spent on paying salaries and operations without any output.

"This means that workers draw huge salaries without any meaningful return in terms of services because there is no money to implement policies and projects," argued Mr Onyinkwa.

So shocking was the report that a section of MCAs are now plotting human resource audit to kick out workers performing duplicate roles, those hired irregularly and those promoted illegally.

Nominated MCA George Mosiori insisted that the assembly shall demand for audit and action to expunge hundreds from payroll in the coming weeks.

"We have people performing similar roles and those recruited illegally. We shall kick them out of the payroll whether they like it or not," he said.

Blame has been shifted to Governor John Nyagarama, with some residents accusing him of awarding cronies and sycophants in the government without due process.

Some also demanded tabling of audit report that was ordered by Deputy Governor Amos Nyaribo while Nyagarama was away in the US for treatment.

"We had human resource audit in June. Several anomalies were detected with hundreds of ghost workers identified. The governor is the problem," said Mwalimu Nyerere.

This means, despite millions from the National Government, Nyamira people only pay salaries with very little going to projects this stagnated development for six years now.
