The appointment of Dr Fred Matiang'i as de facto minister brought together his traditional supporters and critics of Deputy President William Ruto on Tuesday.
Through an executive order, President Uhuru Kenyatta tasked Matiang'i to chair powerful National Development Implementation and Communication Cabinet Committee, which is now mandated to supervise government projects.
On various WhatsApp groups in Nyamira County, residents welcomed the move even as some read succession politics behind it.
"This is tremendous achievement. As Gusii community, Matiang'i has not only elevated our stature but also showed that we are up to task. The Gusii people believe in hard work," said Dennis Kirwa, a veteran writer.
Mr Owen Bosire, on Borabu Watchtower group added: "Competence should always be rewarded and this is exactly what we have seen. Matiang'i should now bring order in all ministeries as he has always done."
But some critics of Dr William Ruto said Matiang'i's elevation is a manifestation that President Uhuru Kenyatta has since lost confidence in him due his anti-development tactics.
"This is a great move. The president has just confirmed our fears that the second in command is the worst mistake we've ever had. He should just prepare to retire. We are tired with his blackmail," said Zachary Masara.
Last week, Matiang'i led a team of security agents in eliminating five terrorists who had stormed DusitD2 Hotel Complex in which 21 people were killed on spot.
Across Gusii, the Interior Cabinet Secretary is amassing Influence and could inherit support like that once enjoyed by veteran politician Simon Nyachae.
