Mr Omwoyo is said to have violated the Procurement Act by awarding tenders to one Agnes Matora for supply of wheelbarrows, cement and other construction materials without following due process.

The institution's chairman Elkana Obonyo claimed that the school head has been unable to produce necessary documents to support the payments.

"The principal implemented some infrastructural projects without our involvement. Vital documents like LPOs, signed delivery notes, invoices for the supplied materials among others could not be traced," he said during an interview on Thursday.

In a report signed by all Infrastructural Committee members including the school deputy principal, it's indicated that Mr Omwoyo bought materials such as iron sheets, nails, wheelbarrows among others, more than what the project required.  The excess materials which amounts to Sh318,118 cannot be traced.

"The committee requests the school Board of Management to take action against the the conduct of the school administration in order to discourage a repeat of the same," reads a report by the construction committee.

In response to the allegations, Omwoyo confirmed that the contractor building the laboratory was incompetent, adding that it had to be demolished twice.

"The Public works officer inspected the foundation and recommended that it was not up to standard and the contractor has to repeat to ensure quality structure is done.

"After the repeat, he again inspected for a second time while roofing and again recommend the roofing was poorly done. He had to start afresh," he claimed.

Mr Omwoyo dismissed the over spending allegations but could not produce supportive documents to the media to prove his defense regarding the supply of construction materials.
