In a document shared on his twitter account, the Maendeleo Chap Chap Party leader outlined nine areas he proposes to be changed.

Among the proposals presented by the governor include reserving one constituency in every county for a woman Member of Parliament, introduction of the Prime Minister and a Deputy Prime Minister's post all of who together with the president and his deputy will run on a joint ticket and must come from different communities as well as creation of an office of position to be facilitated by the government.

Mutua also proposes that funds allocated to devolved units be increased by 40-45 per cent.

“It’s our submission that the constitution of Kenya 2010 did not adequately address the ethnic question and its relationship with our governance system. We strongly believe that six of the nine issues contained in your invitation letter, except three, primarily relate to the question of ethnicity and its influence on the way we see and tackle other pertinent issues,” reads Mutua's tweet in part.
