On his Twitter handle, Khalwale lauded the move Kibaki's administration took in empowering the bodaboda sector.

In the same breath,he took issue with CS Rotich for introducing taxation on the business, instead of boasting it.

The former Kakamega gubernatorial hopeful opined that the sector was a big employer of youth, who form the large population of the unemployed citizens.

"It is regrettable that where as President Kibaki supported the boda boda industry breathing life into this multibillion business sector (that employes millions of youth), C/S Rotich now wants to kill it with his new taxation measures," read part of Khalwale's post.

On Thursday,Treasury cabinet secretary Henry Rotich read the 2019/20 budget in Kenyan parliament. The budget would cost Kenya's taxpayers Sh3.02 trillion.

Kenya Revenue Authority would fund a portion of the budget, while the deficit would be catered for by donor funds and borrowing (both internally and externally).

In order to provide insurance for passengers, the government introduced what was known as third party risk to bodaboda riders. This implied that the owners of motorcycles would be taxed in the new taxation measures to cater for the same.
