Chama Cha Mashinani (CCM) party leader Isaac Ruto has said that the current situation in primary schools, proves that the national government cannot manage them all, hence should be devolved.
Speaking on Monday morning at Citizen TV's Daybreak show, the former Bomet Governor noted that the Constitution should be restructured to allow for devolution of primary education.
"I believe that primary schools should be devolved. It is evident that we need to restructure the constitution. There is no way the national government will deal with every primary school," he said.
His remarks come amid debate over the pathetic state of learning institutions in the country, especially after photos of students from Mangororo primary school seated on bricks when water filled their class, went viral.
"If you go around and enumerate, there are thousands of primary schools in this country similar to Mangororo or even worse, and there is no possibility of the national government ever attending to those schools," he added.
