Interior Cabinet Secretary Fred Matiang'i has identified bureaucracy as the greatest impediment to country's development.
The CS said excessively complicated administrative procedures within the three arms of government was what was encouraging embezzlement of public funds.
Speaking during the second leadership retreat of the National Assembly on Friday, he urged the Executive, Judiciary and the Legislature to work together to ensure there was no theft of public resources.
"If we worked in a coordinated manner as a country, we would save a lot of resources. The greatest enemy to progress is bureaucracy. This maze of bureaucratic tendencies becomes the hideout for incompetence, inefficiency and theft of public resources," he said during the event held at the Sarova White Sands Beach, Mombasa.
The chairperson of National Development Implementation and Communication Committee also lamented that most government projects were stalling due to lengthy court cases where disputes have occurred.
He urged the Judiciary, under the leadership of Chief Justice David Maraga, to expedite completion of cases to ensure taxpayers get value for money through the quick implementation of projects.
"I don't want to guide the Judiciary on how it does its work. But a decision made timely is critical on matters of development. Delays in settling matters is costly on projects," Matiang'i added.
