Kitutu Masaba MP Shadrack Mose on Wednesday was on the Parliament Hansard for the sixth time since he was elected, days after being ranked as one of the worst performing legislators.
Mzando Trust released the record of MPs based on their contributions in Parliament since 2017 over the weekend and Mr Mose was ranked among those who had only spoken five times.
On Wednesday, while Mose did not make any reference to the list of shame, he raised issues about the Uwezo Fund kitty which is meant for the youths.
The MP accused some of the previous beneficiaries for taking loans without repaying, adding that the government ought to look at the issue.
"Some of these people take loans and submit securities and collaterals but have never even had any effort to repay them," said the MP.
Last week, Mr Mose claimed that the Uwezo Fund accounts for his constituency had been frozen because many of the beneficiaries had not returned the money.
The first time legislator was elected on a Jubilee ticket. He beat ODM treasurer Timothy Bosire, who is on record for putting President Uhuru Kenyatta on toes in parliament.
Kitutu Masaba constituency is also known as the home of rebellious MPs with George Anyona being one of them. Mr Abuya Abuya was also critical in 80s.
