Former Independent Electoral and Boundaries Commission (IEBC) member Dr. Roselyne Akombe did not feature in a damning report that now recommends prosecution of various officials including those who left.
Public Accounts Committee led by Ugunja MP Opiyo Wandayi, in a special report, recommended prosecution of Chairman Wafula Chebukati, Commissioners Bola Molu and Abdi Guliye, a report that if passed, would see a good number of staff charged with mismanagement of funds.
Also to be held responsible for the loss of taxpayers’ money are former IEBC vice-chair Consolata Maina, commissioners Margaret Mwachanya and Paul Kurgat, as well as acting chief officer Marjan Hussein, Praxedes Tororey (director, legal services) and James Muhati (director, ICT).
“The chairman of the commission, in serious violation of Chapter Six of the Constitution, presided over the allocation of legal work to his former law firm without disclosing this relationship or even cautioning the Secretariat,” says the strongly-worded report tabled by Public Accounts Committee chairman Opiyo Wandayi (Ugunja).
According to the Standard, Mr Chebukati is accused of awarding tenders to firms closely associated with him, a reason why the committee wants him kicked out soonest from the commission.
Last year, Chebukati kicked out Ezra Chiloba, the former CEO over misuse of public funds, arguing that he's responsible for the mismanagement in the August 2017 elections and October presidential repeat polls.
But Chebukati, in a recent appearance at the Justice and Legal Affairs Committee, insisted that his commission is still intact despite the exit of four others.
Akombe, who quit the commission in October 2017 few days to repeat polls, was not dragged into the report.
She accused the Commission of bias and subsequently blamed certain quarters of interfering with the independence of the team.
