A Senate Committee now wants the governor investigated for allegedly flouting the law by using funds contrary to County Assembly allocations during the 2013-2014 financial year.

The County Public Accounts and Investments Committee (CPAIC) has directed the Ethics and Anti-Corruption Commission (EACC) to investigate the Governor for allegedly misusing county funds amounting to Ksh.145 million.

“The EACC should investigate the Governor for flouting the law by using funds which were not allocated by the county Assembly,” reads part of the recommendation as was seen by the Standard.

The Governor is accused of using the funds to purchase vehicles, going past the approved Sh.122,700,000, to procure the vehicles at Sh267,988,539, this being an excess of Sh.145, 288,539 which represents 118 percent.

The vehicles were bought for the different county ministries and departments

The Homabay Senator Moses Kajwang'-ed commission also wants the Governor prosecuted for allegedly failing to defend his expenditures under the Public Audit Act.

According to the commission, Obado in his appearance before it failed to provide supporting documents such as stores receipts record and inspection reports for county funds amounting to Sh545 million.

“The Sh545,500 remains outstanding, therefore, the Committee recommends that the governor and the responsible officers be prosecuted for failing to provide information under the Public Audit Act,” further reads the report.

Additionally, the committee has questioned the use of direct procurement method for the procurement of insurance services for the vehicles at a cost of Sh7, 986,750.

Obado is also facing allegations of using fraudulent companies to siphon close to 2 billion shillings from the county at the EACC.
