Speaking to Citizen TV live on Wednesday, Mutula alleged that the government often factored in graft while preparing the yearly budgets, hence, it had been a norm, especially when infrastructural projects were to be funded.

The youthful senator noted that for one to know how the government strategized on spending money on corruption, they should find out from the expenditure outlined in the prospective budget.

"We actually plan for corruption, meaning corruption is in the budget. If you want to find out where corruption is, then go and find it in the budget," argued Mutula.

In order to substantiate his assertions, he urged the public to ask themselves how tarmacking a kilometre of a road could cost about Sh76 million.

"I am still yet to be convinced why a kilometre of tarmac road is 76 million shillings," observed the Senator.

Mutula attributed lack of salaries and wages for employees, pending bills and other arrears in counties to misuse of funds through graft.

He opined that during the preparation of the budgets, the cost of some items are highly exaggerated by unscrupulous individuals, whose aim was to allocate themselves the extra money.
