In every regime, there emerges strong men with a lot of influence in shaping both policies and government decisions.
So was Charles Njonjo in Jomo Kenyatta government, Nicholas Biwott in Daniel Moi regime, Prof. Nick Wanjohi in Mwai Kibaki and now, Uhuru is not an exception.

Former Nakuru Governor Kinuthia Mbugua controls operations of the president including the presidential diary. As Comptroller of State House, Mbugua, a former AP commandant, organises meetings for the president on a daily basis.
Others are Chief of Staff Mwenda Nzioka and his deputy Njee Muturi. The two report to the president on a daily basis.
