Joho appeared before the Homa Bay Senator Otieno Kajwang-led Committee on Tuesday where they discussed a range of issues related to the County Government of Mombasa.

Of concern, was huge debts owed by the National Government to counties stemming from land rates.

"This refers to accruals from various Ministries, Departments, Agencies and State Corporations that sit on land within Mombasa. This has hampered service delivery in Mombasa County," he said.

Joho also raised the issue of delayed disbursements from the exchequer that cause delays in servicing county obligations.

"Thanks to the Committee for their time and passionate engagement. We expect more productive engagements in the future to help us discuss and implement various solutions to the problems slowing down devolution," he said.
