The latter lost to incumbent Rongo Member of Parliament Paul Abuor in the 2017 general polls, before missing out on the Orange Democratic Movement (ODM) ticket for the concluded Migori senatorial race.

However, he was once a very powerful figure during retired President Daniel Moi’s regime, and was even entrusted with a cabinet docket.

Unlike now when he has to depend on opposition leader Raila Odinga for political survival, Otieno was the one who was needed by Raila’s late father Oginga Odinga during the days due to his closeness to Moi.

At one point, the economist who was not so friendly to the opposition made a strong declaration that made Oginga so furious.

Otieno publicly declared that it will take very many years for a Luo to lead the nation in the capacity of its President, angering Oginga who was burning with the presidential desire ever since he fell out with founding father Jomo Kenyatta in 1963.

The remark made the leader and founding Vice President of the republic to stop over in Rongo simply to disapprove Otieno, further deepening the hate that existed between the opposition-led Oginga and the economist.

However, Oginga and his brigade of Luo leaders had to tolerate him as he was their only way to Moi and the government.
