A probe into the alleged loss of Sh21 billion allocated to the Arror and Kimwarer dams has gained momentum after the Director of Criminal Investigations George Kinoti summoned Treasury Cabinet Secretary Henry Rotich to shed more light on the matter.

Rotich is expected to appear at Kinoti’s office on Tuesday after he declined to honor a request to appear before a team of detectives on Monday.   

Reports on Citizen Digital indicate that the DCI’s office has 300 questions for the CS as the issue continues to elicit mixed reactions from Kenyans.

Some of the issues CS Rotich will be required to respond to include; how the money was spent on an Italian firm that won the contract. 

He is also expected to outline reasons why he decided to ignore the advice of Attorney General only to sign a deal with a firm fighting for financial survival.

A probe report shows that CMC di Ravena received a total of Sh20.5 billion for the project.

Others who could face problems are Kerio Valley Development Authority (KVDA) Managing Director David Kimosop, the authority's engineer Paul Serem, and KVDA procurement boss William Maina Kiprotich among other officers. 

If found guilty, the officers will be charged with abuse of office and misuse of positions. 

Deputy resident William Ruto, during the launch of a report on the state of Judiciary in Nairobi on Thursday, denied reports that Sh21 billion cannot be accounted for.

He warned leaders against exaggerating the alleged figures.

"It is not right to claim Sh9 billion has been lost then when going to court a person is charged with loss of Sh100 million. Kenyans then ask where is the other 8.9 billion. Let us be faithful," he said.
