Powerful Public Service Management minister Bernard Osumo may struggle to finance activities in his department after MCAs blocked him from accessing Sh10 million, it has emerged.
During a special sitting on Monday, furious MCAs instead reallocated the money for other development activities, maintaining that they do not have confidence in the minister.
Last month, MCAs voted in large numbers to kick out Mr Osumo over misappropriation of funds and abuse of office. However, a Industrial Court barred the MCAs from going on with impeachment motion.
During the Monday's sitting, MCAs also blocked Sh147 million from Development vote as requested by the executive for salaries. They insisted that the move will affect development expenditure.
“Of the Sh6.9 billion, we allocated Sh4.8 billion for recurrent expenditure and Sh2.1 billion for development. There is no way we could rethink it,” Bogichora MCA George Morara said.
Speaker Moffat Teya also demanded that executive produce evidence on pending bills before payment to various contractors is made.
“The list of pending bills should be availed within the shortest time possible. If they will not provide supporting documents of the debts, then we will be reluctant to pass the supplementary budget,” Mr Teya said.
