The constitutional changes being rooted by President Uhuru Kenyatta and his newly found friend Raila Odinga may suffer a blow should the question include three items.
At Kisumu in December, Uhuru hinted a possible referendum, faulting the current pure presidential system as the reason behind perennial political wrangles.
"The winner-take all system is not working for us. We have to accommodate everyone and that is the way to go," Uhuru said in reference to impending referendum.
Lately, a section of Uhuru's handlers led by Jubilee Vice Chair David Murathe have insisted that the country will go for a referendum to change a few controversial clauses.
But at Sugoi on Wednesday, Ruto warned that he will oppose the referendum should it's proponents propose reduction of wards, constituencies and counties.
"I am ready for parliamentary system or the presidential one. I don't fear anything. Let them bring it on. We shall change a few bad clauses.
"However, I will not allow them to tamper with constituencies, wards and counties by reducing them. They must remain the way the are. Our people must enjoy devolution," he said.
To better services, Ruto added, the referendum must also propose increasing of resources to counties to foster meaningful development.
"We need more resources to Counties and that is the conversation we can have and not tampering with those three electoral units."
