Opposition leader Raila Odinga has stated that the MCA position should be scrapped from the constitution.

Speaking over the weekend in Rangwe, Odinga stated that removing the seats will be vital in cutting the wage bill that has skyrocked.

According to Raila, the seats should be removed under a constitutional ammendment. He points out that scrapping the seats will pave room for effective implementation of devolution.

The former Prime Minister said that MCAs are a burden to the country as the position consumes a lot of millions. 

He noted that since the county governments spend up to 70 per cent of their budget, leaving only 30 for development.

“The 30 per cent of the funds left for development is not enough. We need to eradicate poverty in our counties,” he added.

“When we voted for the new Constitution, we expected everyone to enjoy the fruits of devolution. We are yet to realize this because counties spend much on salaries and incessant wrangling,” Odinga stated.

Raila added that at the moment, MCAs are no longer playing their primary role as they are constantly fighting with governors over various issues.

“You cannot solve your differences by fighting. Be mature and follow the law,” he said. 

Raila is among leaders who is rooting for a referendum to change some parts of the constitution.
