The Council of Governors (COG) has poked holes into allegations that a number of counties used over Sh10 billion for unrealistic county budgets.
The county bosses claim that they did not the spend the Sh10 billion as alleged, and therefore demand to know who spent the cash.
Addressing the media on Tuesday, COG Chairperson Governor Wycliffe Oparanya claimed that someone might have used the money, and tried covering their tracks using counties.
“The Council of Governors wants to know who spent the money if indeed the money was spent.
“Since the county governments did not spend the money, who spent it? Is someone somewhere siphoning counties' funds through fake entries? This is utmost fraud that needs to be unearthed. This money was not spent at the county level,” he said as quoted by Standard.
The accusations come after Kiambu Governor Ferdinard Waititu was summoned by a Senate committee to account for an abnormal budget which included the Sh973 million for coordination of State House functions.
Eleven counties that have been mentioned in the alleged misappropriation.
Kirinyaga Governor Anne Waiguru whose county was also mentioned, demanded for an apology from National Treasury, and the immediate resignation of Integrated Financial Management Information System (IFMIS) director.
"I demand an immediate public apology by the National Treasury, the resignation of the IFMIS director and a public statement to correct public understanding on this matter," she said as quoted by Standard.
