Mandera Governor Ali Roba has criticised the handshake committee co-chaired by Garissa Senator Yusuf Haji and his Busia counterpart Amos Wako.
Roba accuses the committee of focusing on referendum instead of pushing for the country's unity and inclusivity.
Speaking to journalists in Mandera Town on Saturday, the Jubilee governor said the referendum is not a priority.
He claimed the committee is wasting time moving around collecting views on the referendum.
The governor stated that Kenyans don't need a referendum.
"It is unfortunate that the Building Bridges committee has opted to collect opinions on non-issues like referendum instead of discussing issues of national importance like unity and inclusivity," Roba said.
The Jubilee governor said that it is too early to amend the 2010 constitution.
Roba stated amending the constitution to create political seats for election losers is not right.
He also opposed a proposal to reduce the number of counties, saying the move will 'kill' devolution.
The push for a referendum is gaining momentum with majority politicians across the divide supporting it.
Garissa Township MP Aden Duale is proposing for a parliamentary system of governance.
However, a section of Jubilee politicians led by Gatundu South MP Moses Kuria is against Duale's proposal.
