Two residents from Nakuru East Sub-County have petitioned the Nakuru County Assembly, demanding the procedural establishment of the Project Management Committees (PMC) at the ward level.

According to the petitioners, Mr Laban Musundi and John Muthoni form Menengai Residents Association, the current Project Management Committees were formed without considering the interests of the residents.

The duo argued that this might have been a directive from the County Executive, to have the Project Management Committees in place without following due procedure.

The petitioners noted that the Constitution is very clear on citizens’ involvement in matters development at the county level and even at the ward level, adding that the petition will help address the challenges concerning the PMCs.

“We have petitioned the County Assembly of Nakuru because we realised the current PMCs are not in line with the Constitution hence the need to address the same by involving the citizens,” said Musundi.

According to the petitioners, the PMCs should be formed as per the Constitution, just as it is the case with NG-CDF PMCs.

Section 16 (3) of the NG-CDF Regulation 2016 gives the authority to the community to form a PMC whose functions are; implement projects in consultation with the relevant departments of government; maintain proper records of all minutes, accounting documents and other records in relation to projects being implemented; open and maintain an independent bank account for each project; prepare returns and file them with a Constituency Committee on a timely basis.

Other functions include accounting for funds to a Constituency Committee; and Undertake project closure, labelling and handover upon completion. They shall also prepare and submit reports concerning projects, ensure project security and sustainability and mobilise and sensitise the community on project implementation and sustainability.
