Kilifi North MP Owen Baya, has expressed disappointment over what transpired in Parliament during voting on President Uhuru Kenyatta's 8 per cent fuel VAT.

There was shouting in the House as several MPs from both sides opposed the Bill after Narok Woman Representative Soipan Tuya who was leading the session, declared that the proposals had been passed despite many MPs voting no.

Baya had opposed the proposals, saying: "Kenyans have whipped MPs towards Zero VAT on fuel and we will not listen to any other whips. No Whip is bigger than Kenyans."

Baya said the VAT had caused his constituency to lose a big investment due to the VAT and will not be party to it.

"I am deeply rooted to my No Vote on 8% VAT and other taxes including the confectionary and Housing TAX. Today my constituency has lost a big investment because of the VAT for Fuel and confectionary sugar Tax. These taxes are bad for the country. I will vote no!" said Baya on Wednesday.

However after voting, Baya said the vote was rigged to favour Uhuru's proposal despite cries from poor citizens that there should be no VAT on fuel.

"It is a sad day for Kenya today as their will was trampled on in Parliament as unpopular opinion was forced down their throats by an insensitive Uhuru Kenyatta and Raila Odinga. Pure travesty of the rule of law. Kenyans are now on their own if Parliament cannot protect them," said angry Baya after the session.

The ODM lawmaker was among ODM MPs who had been asked by their party leader Raila Odinga to support the Bill.
