Kimilili legislator Didmus Wekesa Barasa, in a new petition filed on Wednesday in the National Assembly, listed three grounds in which the CS should be impeached.

He quoted contravention of the Constitution, gross misconduct and incompetence as the main reasons why Rotich should be shown the door.

Should the Parliament give the nod to the petition, President Uhuru Kenyatta will have no otherwise but to dismiss the CS from the cabinet.

Rotich is serving in his sixth year in Uhuru's administration and is a close ally of Deputy President William Ruto.

Barasa also accused the Minister of failing to provide sound leadership in reviewing the implementation of the interest rate capping law which was passed by Parliament a few years ago.

In his petition, the MP argues that this has led to 'insane' government borrowing which has resulted to rising of non-performing loans.

"This law has been operational for close to a year with disastrous consequences. Because of poor design and execution, the interest rate cap has compromised the ability of the Central Bank of Kenya to conduct her monetary policy in a manner that serves the public good," he says.

By opening the floodgates for an influx of contraband and harmful duty-free sugar in the country through various treasury directives, is another reason why Barasa wants the President to sack his long-serving CS.

Rotich got a reprieve last week after MPs rejected a report on the importation of contaminated sugar in which he had been implicated.
