Social dialogue breakdown has been cited as the main hindrance towards the realization of Collective bargaining agreement between the employer and the staff at institutions of higher learning.
Deputy Secretary-General Trade Union Congress Dr Charles Mukhwaya says not until this is addressed then there will be more strikes in Universities in a push for the CBA implementation.
Speaking in Nakuru on Monday during the official opening of a 5-day training workshop for University stakeholders on negotiation skills for strengthened social dialogue in the education sector in Kenya, Dr.Mukhwaya noted that lack of social dialogue on CBAs has affected learning in the institutions for many years.
“Social dialogue breakdown has hindered the realization of CBAs in our Universities leading to the collapse of talks. Our employers’ negotiation team is too heavy and then there is the SRC. At the end of the day you are told the national treasury says there is no money” said Dr.Mukhwaya.
According to Dr.Mukhwaya, the government through regulatory agencies such as the Salaries and Remuneration Commission has been working on illegalities to see to it that the demands of the Universities’ workers are not met.
He called on the government to ensure that there is a conducive atmosphere in the institutions of higher learning.
“There has also been the interference of regulatory agencies, in particular, the SRC and the Ministry. The question we are asking is the government happy when the lecturers are denied money?” Dr.Mukhwaya questioned.
