The Independent Electoral and Boundaries Commission (IEBC) Chairman Wafula Chebukati is walking a tightrope after a Human Resource firm which had been selected to help in the process declined the offer to oversee the recruitment of a CEO following the departure of Ezra Chiloba.
On Friday, the firm, Alpex Consulting Africa Limited (ACAL) refused to sign the contract to over the recruitment process days after the commission shortlisted 10 candidates for the position.
The delay of the commission to act upon its applications has made the process to flop for the second time.
On May 20, the Employment and Labour Relations Court has ordered the commission not to go ahead with the process after it emerged that it had not followed the rules and regulations of applications.
ACAL was expected to sign the offer to pave way for the process to continue only for the firm to reject the same.
According to the firm, it was not involved in the process of advertisement, which places it in an awkward position to handle the exercise.
The fact that acting CEO Marjan Hussein is also eyeing the post, the firm argued that the handling of the process by the management of the commission leaves many questions unanswered.
It also said that the actions of the commission in the recent past are a big turn off to its participation in the process, which has continued to attract public attention.
