Former Machakos Senator Johnstone Muthama has said there's no pressing need for the constitutional amendment.
Muthama criticized leaders pushing for a referendum arguing that it is uncalled for.
He said the referendum is only meant to benefit a few individuals at the expense of millions of Kenyans who pay hefty taxes to the government.
"Constitutional amendment is not an emergency and it's obvious it's meant to benefit a few individuals who will reap big while Kenyans continue to suffer," Muthama said.
Muthama spoke at a burial ceremony in Kangundo Sub-county on Wednesday.
He said devolution is working hence reducing the number of counties and constituencies wouldn't lessen the burden Kenyans have.
Muthama, however, said he would support the amendment if only it allows for the hanging of those found guilty of corruption and defilement charges.
"I will only support the referendum if two things are considered, corrupt leaders and defilers are hanged after having their manhood chopped off," added he.
He said graft is the root cause of Kenyans suffering due to inflated prices of petroleum products.
