Mombasa County Governor Ali Hassan Joho has recommended for the strengthening of constitutional commissions, a proper bicameral parliament, reorganisation of the Executive into a hybrid system of government with a prime minister.
While appearing before the Building Bridges Initiative select committee, Joho called for a government in which Cabinet Ministers are appointed from Parliament.

When ministers are MPs, Joho said each minister strives to develop their region and ensure accountability compared to how the current structure of government is.
Citing the grand coalition government, the Mombasa County boss said a country with a president, a prime minister and their deputies is more united since it ensures equal distribution of resources.

The governor was airing his views before the committee which is led by Garissa Senator Yusuf Haji at the Kenya School of Government in Mombasa on Wednesday.
"We shall submit our full memorandum after our internal regional and party processes," he said.
Joho also proposed for a National Economic Reparations Programme, the creating of a Public Investment Commission to oversee equity in national projects and strengthening of devolution where he proposed for a three tier government, power to tax, and bigger financial transfers to devolved units.
