Lawyer Kamotho Waiganjo has observed that the contents of the Building Bridges Initiative (BBI) task force has not amused a section of the political divide.
Speaking on Sunday, Waiganjo, also a political commentator, said that the report came as a blow to politicians who were relying on it for major constitutional amendments.
He noted that given that the team gave very little attention to political issues, it has disappointed some political players who expected some fundamental changes.
"Those who were expecting a fundamental shift in the BBI document were disappointed," he said on K24's Punchline show, Sunday night.
He observed that the report largely focused on enforcing the already existing laws, which might work to the disadvantage of the political class.
According to the lawyer, the lamenting politicians fear that the report is underwhelming, and will cool the political debate that was already heating, over looming changes.
"Most of the proposals are about enforcing about what we already have. The conversations about politics is a little bit more exciting and fear is it will take away all the oxygen," he added.
The report failed to address among others, the issue of an expanded executive, including an executive Prime Minister, after high expectations from members of the ODM party.
Those who have questioned its proposals include Central Organization for Trade Unions (COTU) boss Secretary-General Francis Atwoli, who wants a larger executive for inclusivity.
