A meeting meant to draw a workplan for operations of Nyamira County Assembly in 2019 turned chaotic on Wednesday in Kisumu following chaos orchestrated by one of the MCAs.

The meeting had been progressing well, an official said, till a visibly drunk Magwagwa MCA Fred Omayio descended on the venue at around noon and disagreed with colleagues over house allowances.

Shouting unprintable obscenities, he severally interrupted the meeting  of the Committee of Whole House chaired by the the Deputy Speaker and MCA for Bonyamatuta Robinson Mocheche.

Speaker Moffat Teya, who is not a member of the committee, confirmed the incident, adding that the MCA was 'drunk and had predetermined mind' on issues he was raising.

"I am not a member of that committee but I am told he was drunk. He says that we should do meetings within Nyamira but when we try as such, he's the one on the frontline accusing the leadership of not facilitating trips."

It took the intervention of the hotel security and Sergeant-at-arms one George Angwenyi to get him out of the room upon which he started screaming and chanting in local dialect, Ekegusii. 

At one point the head of hotel security threatened to throw him out of the premises save for the intervention of Kiabonyoru MCA Duke Omoti.

The duo insulted other MCAs and this caused the meeting to adjourn prematurely. They then proceeded to bang tables and break glasses and cups;anything that stood in their way.

Outside the hotel, an agited Omayio stood his ground, insisting that the assembly leadership had failed miserably in prudent management of resources.

"We are wasting a lot of money in Kisumu. They say I am drunk but this habit must stop. We should work within our budget. We can't pocket Sh24,000 daily from taxpayers discussing what we should do in Nyamira," he argued.

Unable to put up with the unruly behaviour, the hotel management promptly called the intervention of the police. At the sight of the police Mr Omoti, a friend to Nyachae jumped over the fence as the police arrested the latter for damages caused in the hotel.

"He has been taken to Kisumu Police Station for causing chaos and breaking cups and plates. The Flying Squad officers arrested him after a complaint was launched by the police," Mr Angwenyi said.
