In a photo that has since gone viral online, the naked woman is seen standing between three police officers manning the Harambee House main entry point.
The woman, on Tuesday afternoon, had threatened to forcefully enter the building that houses a number of highly secured government offices.
She demanded to see Majority Leader Aden Duale and President Kenyatta.
Officers had a hard time trying to talk some sense to her.
The VAT bill has continued to elicit mixed reactions even as a section of MPs now claim that the voting exercise was marred by rigging and bribery.
It has also been openly claimed that Garissa Township MP Aden Duale took a central position in ensuring the bill is adopted as demanded by President Kenyatta and NASA principal Raila Odinga.
