Nakuru County Assembly Speaker Joel Maina Kairu has slammed those proposing the reduction of counties through a referendum.
In an exclusive interview in his office, Kairu said the law is clear that in order to reduce the counties then the county assemblies have to debate on the same and 24 counties must agree for such a law to sail through.
He said this might be difficult to achieve as no county assembly will be ready to agree to dissolve their counties and merge.
According to the Speaker, devolution has achieved a lot in the country and there is no need to reduce the counties as the essence of devolution to bring resources and governance close to the people.
“Devolution has achieved a lot and I don’t think to reduce the counties will be accepted by any of the county assemblies,” said Speaker Kairu.
He also defended the nominated members of county assemblies even as pressure mounts that such positions should be scraped off.
“Nominated MCAs are in those positions to represent various marginalized groups and therefore scraping them off will create a crisis in the country,” he said.
He called on the elected leaders to focus on the government’s Big 4 agenda in ensuring development for the people.
