Machakos Deputy Governor Francis Maliti has defended the alleged non-absorption of development revenue by the county government in the 2017/18 Financial Year.
Maliti who doubles as the Machakos County Executive Committee (CEC) member in charge of Finance said political standoff mounted by the county assembly against Governor Alfred Mutua's administration made it impossible for the executive to implement the county's proposed supplementary budget.
He said the majority of the MCAs, most of who are allied to Wiper party, scuttled the approval of the budget meant for executing development at the assembly.
Maliti addressed the press in Machakos town on Wednesday.
He also cited the then pending election petition case lodged by Wiper gubernatorial aspirant, Wavinya Ndeti who lost to Mutua on August 8, 2017 polls.
Maliti noted that the county's treasury was in the process of preparing fresh supplementary development budgetary proposals to be submitted for approval by MCAs once they resume sessions early next month after a long recess since November 2018.
He spoke a few days after the Controller of Budget Agnes Odhiambo listed 14 devolved governments which had performed poorly in the development budget's implementation.
They included Machakos, Migori, Kwale, Siaya, Kakamega, Bungoma, Busia, Nyandarua, Makueni, Kisii, Kiambu, Mombasa, Nairobi, Elgeyo Marakwet and Nyeri counties.
