Garissa Township MP Aden Duale has expressed disappointment after lawmakers for the fourth time failed to pass the two-thirds gender bill.
On Wednesday, the bill tabled in the House by Duale failed to sail through because of a quorum hitch.
There were only 174 MPs in the House by the time the bill was tabled.
The Gender Bill needed the support of 233 MPs to sail through.
“As per my direction, if the MPs present are less than 233 then voting shall not proceed, " National Assembly Speaker Justin Muturi said.
He added, “We have all seen that we have 174 members present. I cannot put the question because it would be an exercise in futility.”
Speaking to journalists at Parliament Buildings, Duale expressed his frustrations.
He said the MPs had no reason to snub the House sitting to vote on the Bill.
“It is a disappointment because we expected everyone to be present for the voting to take place,” he said.
Women legislators had intensively lobbied their male counterparts to support the Bill.
President Uhuru Kenyatta and opposition leader Raila Odinga had also pleaded the MPs to pass the gender rule.
