Through a circular dated 22/01/19, Matiang'i was appointed chairman of powerful  Development Implementation and Communication Cabinet Committee, elbowing Deputy President William Ruto who should have automatically taken over the post.

The post now gives Dr Matiang'i, who has previously served in dockets of Education, ICT and lands which he served in an acting capacity, an opportunity to supervise all government functions, an indication that he's a super minister.

In his new roles, Matiang'i will solely be responsible for for coordinating government functions that includes monitoring all projects done by all ministries.

Further, despite the presence of deputy president William Ruto as Uhuru's principal assistant, Matiang'i will now report directly to the president, an indication that all may not be well for the former.

Treasury Cabinet Secretary Henry Rotich will be the Vice Chairman of the powerful committee while all ministers will be members of the Secretariat which also involves the Attorney General and Head of Public Service Joseph Kinyua.

The latest development seems to have completely displaced DP William Ruto, who is on the pole position to succeed President Uhuru Kenyatta once he retires.

Dr Matiang'i is a confidant of the president and former Prime Minister Raila Odinga. Pundits claim that he could be groomed to take over a senior post by the two as part of the handshake deal.
