Writing on Twitter on Sunday, the outspoken Orange Democratic Movement (ODM) lawmaker rallied behind the introduction of regional governments, saying that they would strengthen devolution in the country.

"Regional Governments will promote economic development in our counties as well as devolution. We must amend article 209 of our constitution -the power to tax- to develop a progressive tax system in Kenya and share income tax between national, regional and county governments," the senator's tweet on Sunday read.

Ole Kina's comment comes in the wake of a raging debate on the need for regional governments.

A section of politicians is against the move to introduce another layer of government, saying that it is the agenda of selfish second-term governors.

Critics of the three-tier government also see it as an unnecessary burden on the Kenyan taxpayer.

A section of coastal governors called for the introduction of the regional governments as part of their proposals.

The layer of government would see counties merged and placed under a regional governor.

The proposal could be captured in the revised report of the Building Bridges Initiative (BBI).
