Recently,  after President Uhuru Kenyatta appointed cabinet secretary Fred Matiang'i to supervise all government development projects, pundits argued that the president did that to reduce DP Ruto's power.

However, political analyst Mutahi Ngunyi through a conversation on his YouTube channel, he dismissed the claims as mere propaganda. 

From the conversation,  he reiterated that DP Ruto is still the second in command by looking at three questions.

"Was Ruto the coordinator of the big four? Was this job taken from him and given to Matiang'i? No", he said. 

He wondered why the media and Rift Valley MPs believed that Ruto was incharge of the realization of the Uhuru legacy, which Matiang'i is now responsible for under the newly constituted committee. 

"Did the regional and county commissioners report to Ruto on the implementation of development projects?  Zero " Added the analyst. 

The analyst argued that all the regional and county commissioners reported to Matiang'i and therefore the is no difference between now and before the appointment. 

He also said the President's decision to give Matiang'i the responsibilities did not mean they were taken away from DP Ruto. 

"The media and Rift valley MPs should stop insulting our intelligence," argued Mutahi Ngunyi.

Furthermore, he said DP Ruto is the constitutional Uhuru's assistant and therefore will assist Uhuru to receive reports from Matiang'i. 

"When Uhuru is unavailable, Ruto is mandated by the constitution to receive the Matiang'i reports and Ruto job is also to move around and see if Matiang'i is doing what he was told to do by the president."

For those reasons, he does not see recent Matiangi appointment as DP Ruto's demotion.
