Former presidential candidate Mohammed Abduba Dida now says Deputy President William Ruto will shoot down the Building Bridges Initiative (BBI) report.
BBI is a brainchild of President Uhuru Kenyatta and Orange Democratic Movement (ODM) party leader Raila Odinga following their March 9, 2018, handshake.
Dida accused the handshake team of mistreating minority tribes, saying they will rally behind Ruto in rejecting BBI report which is expected to be made public in the next few days.
The Alliance for Real Change party leader said Uhuru and Raila will only defeat Ruto and his team through rigging the referendum exercise.
"The way this govt(HE Uhuru and Rt Hon Raila) is treating minority tribes in this country, DP Ruto's team is likely to defeat the BBI initiative.
"Unless they cook the figures. It is now clear that the handshake ha(d/s) nothing to do with Kenyans unity. It is making things worse!" Dida tweeted on Tuesday.
Ruto has steered clear of the BBI debate but has repeatedly dismissed claims he will clash with his boss over it.
"As a democratic society the proposals by BBI will be subjected to an open national conversation where every voice (the weak/strong, the small/big) will be heard. Those working hard to create new fault lines, an us verses them 'clash' will fail soo miserably they will be shocked!" he tweeted recently.
However, his allies in Mt Kenya and Western Kenya have threatened to oppose it should it contain 'unfavorable' recommendations such as creation of parliamentary system of governance and expansion of the Executive.
