The offices of the controller of Budget on Tuesday, February 2019 requested the county government of Mombasa to stop paying nurses increased allowances contrary to what is approved by the Salaries and Remuneration Commission (SRC).
Through a letter which was seen by Hivisasa, the office of the controller of Budget, mandated by the constitution to oversee and report on the implementation of the budget of both the national and county governments every four months, said it was aware Mombasa county is paying nurses improved nursing service allowance and uniform allowance.
The later wants the county government to stop paying to enhance allowance and to recover all enhanced allowance paid so far.
"Paying of allowances without SRC's advice is contrary to the law. Therefore, the purpose of this letter is to request that you do not pay any enhanced allowance to the Nurses until approval is granted by SRC," reads the letter.
"Further, we request that you recover all enhanced allowances already paid to Nurses and notify this Office accordingly."
The letter, which is copied to the Head of Public Service, The Council of governors, Treasury Cabinet Secretary, Health Cabinet Secretary, SRC states failure to comply with the request will be deemed material breach that may lead to stoppage of transfer of funds to the county government in accordance to Article 225(3) of the constitution.
