The audit shows that while the county government can make up to Sh4.5 billion yearly in revenue, it only manages 900 million.

Consequently, a Non- Governmental Organization (NGO) has put the county leadership on the spot, seeking explanations on why the county has been underperforming.

Transparency International (TI) is also questioning the county's revenue collection reduction, citing a Controller of Budget report indicating that revenue reduced by 12.9 percent in the 2017/2018 financial year.

Releasing the report on Wednesday, Transparency International Program Coordinator Titus Ogallo termed the same,as one of the factors affecting county's budget implementation.

“These are just but one of the key challenges currently affecting budget implementation in the county,” he was quoted by the Standard.

The organization now wants officers involved to be held accountable for poor performance and possible pilferage of county monies.

It has called upon both the Kisumu County Assembly and the Senate to summon them and give them an opportunity to explain the situation.

“We want them to appear before the Assembly and Senate to provide clarity on the issues of impropriety highlighted therein,’’ he told the Standard.
