Fear of political isolation, scaling down of government structure and general 'mood' on the ground informed DP William Ruto's decision to back referendum calls, it has emerged.

Already, a section of opposition leaders led by James Orengo have termed Ruto's move as insincere.

"Ruto is insincere. He can't support the referendum by giving us conditions. He's talking of positions yet all we want is to make the draft better by improving governance," he said on Monday.

While Ruto has vowed to back the plebiscite whose proponent is Raila Odinga, there are also fears that President Uhuru Kenyatta's team secretly backs it thus the decision to change tune.

A senior intelligence officer within Ruto's camp says the decision was arrived after 'thorough' consultation.

"We don't just make decisions out of blues. The mood on the ground favours changes especially scaling down the bloated government structure to cut the cost of living.

"Our intelligence shows the president's team also wants this thing take place. Nobody wants to be isolated. Remember he opposed the draft in 2010 and it would have been difficult to say it's working," said the source, who spoke in confidence.

But introduction of change of governance structure according to ODM Treasurer Timothy Bosire could be Ruto's biggest problem.

With many pro-people changes, he argues, Ruto may be forced to back governance change idea that is being propelled.

"We want more resources to counties, we want scalling down of government but we must embrace change of government structure which he's opposed to," he said.
