National Assembly Majority Leader Duale Aden Duale has opposed the push for a referendum.
A section of leaders and politicians led by opposition leader Raila Odinga have since stressed on the need for the nation to head back to the polls, in a bid to change its governance.
A section of leaders want a reduction of constituencies and counties, noting that the nation is straining to sustain the current system.
Speaking on KASS FM Thursday, however, the Garissa township lawmaker laughed off the calls, noting that it will result to, among others, governance and tribal rows.
"Huu ni mzaha maana kuziunganisha maeneo bunge na kaunti huenda kukaleta mivutano. Hakuna anayetaka kaunti take iunganishwe na ile nyingine.
(This is a recipe for row as it is very unlikely to receive the required goodwill and consent)," he noted.
He instead proposed the formation of committees to look into the disputed portions of the law and rectified using more calm way, with the inclusion of Kenyans.
"Badala ya kura ya maoni tuwe na kongamano ili tujue la kubadilisha na jinsi ya kuibadilisha na tuwahusishe wakenya (instead, we are better off doing it using committees in the inclusion of Kenyans)," he added.
Raila has since maintained that the referendum is unstoppable, and might begin in the next six months.
