Kirinyaga Governor Anne Waiguru on Monday appeared before the County Public Accounts and Investments Committee (CPAIC) to shed more light on the 2017/2018 financial year budget.
The first term county boss claimed that she was reading malice in the budget, which she termed as exaggerated.
The governor, a former Cabinet Secretary for Devolution, was hard pressed to explain how her government spent the said amount as allocated by the National Treasury.
A report from the office of the Auditor General’s highlighted some discrepancies in the budget. The governor pointed an accusing finger at the officers operating the Integrated Financial Management Information system (IFMIS).
She claimed that the officers made the wrong entries into the system thereby leading to errors in the figures.
Waiguru said that the officers are purely to blame for the errors noted in the budget. She further said that no single cent has been lost since she took over the leadership of the county following her election in 2017.
“The system is as good as the people who use it. So I will not defend the officers if they do not use the system as they ought to because they are the ones who have the responsibility to ensure they enter every entry into the system,” she said.
The committee, under the Chairmanship of Moses Kajwang’ (Homabay) put the governor to task to outline how the amount was utilized.
