Former Lagdera MP Farah Maalim now says that amending the 2010 constitution is a must for equality, good governance, end of impunity and fair electoral process in the country.
Maalim wants politicians across the political divide to genuinely champion for amendment of some sections of the 2010 constitution for the benefit of Kenyans.
The former National Assembly Deputy Speaker says that a referendum is not needed in order to change some sections of the constitution.
The former lawmaker observes that Parliament has the power to change sections of the law without necessarily going to a referendum
Maalim says that some sections of the 2010 law require urgent review.
The former legislator is proposing a strengthening of devolution in terms of funding by the national government.
According to Maalim, county governments need 35 to 45 percent budgetary allocation from the national government for proper development.
Maalim is also proposing a review of the budgetary allocation formula.
He notes that the current formula being used to allocate funds to counties is discriminatory.
The former MP is, however, proposing a reduction of counties from the current 47 to 16 or 12.
"We only need 12 to 16 county governments with a budgetary allocation of between 35 to 45 percent and an accountable parliamentary system," Maalim said on his official Twitter handle.
Maalim also proposed a review of the country's electoral laws.
He said that the country's electoral system is flawed and open to manipulation.
Maalim said that electoral injustice will remain the order of the day after every five years unless relevant laws are reviewed.
The debate on the referendum is raging on as a majority of politicians across the political divide agitate for it.
The referendum is said to be one of the key agendas for the Building Bridges Committee that came into existence after the famous handshake between President Uhuru Kenyatta and opposition leader Raila Odinga.
The committee is co-chaired by Garissa Senator Yusuf Haji and his Busia counterpart Amos Wako.
The committee is currently collecting views from Kenyans on the governance system and is expected to present its report to President Kenyatta and Raila in May 2019.
