The National Assembly Leader of Majority has for four times failed to rally MPs to pass the rule.

The bill has flopped four times because of quorum hitches.

As the leader of majority, it is Duale’s responsibility to push the government's agenda in the House in terms of legislation.

According to Peter Ngure, a political analyst, failure by MPs to pass the Two-Thirds Gender Rule is painting Duale negatively.

Ngure notes that Duale’s influence in Parliament could be dwindling if the bill is anything to by.

"Duale could be losing his ground in Parliament as the government mobiliser when it comes to legislation,” he said on Saturday.

The analyst says that the vocal Garissa MP has to re-think his strategies especially on the gender Bill.

On Wednesday last week, MPs failed to pass the gender rule because of a quorum hitch.

There were only 174 MPs in the chambers when the bill was tabled.

Duale has since expressed frustrations, noting that he expected members to approve the Bill.

A section of women leaders has vowed to oppose referendum push unless the Two-Thirds Gender rule is passed.
